EEA Civil Society Fund in Romania Launches 7 Calls for Applications Worth 34,496,682 Euro
Bucharest, 8th of July 2026 – The EEA Civil Society Fund programme in Romania launches 7 calls for applications with a total value of 34,496,682 Euro, for civil society organisations in Romania, as part of the EEA and Norway Grants 2021-2028.
The 7 calls for proposals contribute to the overall objective of the programme: to contribute to a dynamic and resilient civil society that protects and promotes democracy, the rule of law, and human rights. At the same time, the calls published today aim to strengthen bilateral relations with organisations from the Donor States: Iceland, Liechtenstein and Norway.

- Call #2 – Empowering Civic Participation in Underserved Communities
- Call #3 – Community – Driven Projects for Human Rights and Social Justice
- Call #4 – Promoting Diversity, Equality and Combating Gender Based Violence
- Call #5 – Roma Inclusion and Empowerment through the Development of Interethnic Communities
- Call #6 – Protecting Human Rights through Climate and Environmental Actions
- Call #7 – Organisational Development for Experienced CSOs and Federations
Special attention will be given to areas considered of major importance in Romania: addressing the challenges generated by the invasion of Ukraine; Roma inclusion and empowerment, including specific support for Roma-led organisations and for Roma women and girls; combating gender-based violence (GBV).
Eligible applicants are non-governmental and non-profit organisations, legally established in Romania, organised and operating in accordance with the relevant Romanian legislation.
Applications may be submitted in partnership with eligible entities, as described in the text of the call. Partnerships with entities from the Donor States (Iceland, Liechtenstein and Norway) are encouraged.
Project funding will be awarded in the form of grants (non-reimbursable funding), following a selection process. Several types of grants are available under the programme, with values ranging from 15,000 to 350,000 Euro.
The application process opens on 8 July 2026 and will take place exclusively online, on a dedicated platform: https://finantaripublice.fdsc.ro.
The application deadline is 8 October 2026.

The EEA Civil Society Fund is part of the contribution of Iceland, Liechtenstein and Norway to 15 EU Member States under the EEA and Norway Grants, including Romania. The aims of the EEA and Norway Grants are to reduce social and economic disparities in the European Economic Area (EEA) and to strengthen bilateral relations between the Donor States and the Beneficiary States.
The EEA Civil Society Fund aims to support a dynamic and resilient civil society that protects and promotes democracy, the rule of law, and human rights.
The EEA Civil Society Fund in Romania (Hereinafter CSF Romania or “the Programme”) has a total allocation of 53,811,718 Euro. A consortium formed by the Civil Society Development Foundation, the Romanian Environmental Partnership Foundation, the Resource Center for Roma Communities and Civil Society Norway (Frivillighet Norge) acts as Fund Operator (FO) designated by the Donor States for the EEA Civil Society Fund in Romania.
