Cererea de propuneri de proiecte – Runda 1

 

OBIECTIVUL GENERAL AL SCHEMEI DE GRANT PENTRU PARTENERIATE este sa promoveze si/sau sa consolideze parteneriatele institutionale dintre partenerii romani si elvetieni pentru:

  • a contribui la solutionarea provocarilor specifice dezvoltarii;
  • intarirea capacitatii si structurilor partenerilor institutionali romani;
  • a beneficia de valoarea adaugata elvetiana;
  • a contribui la intarirea parteneriatelor.

ALOCAREA FINANCIARA vizata pentru prezenta Cerere de propuneri de proiecte este de 2.500.000 CHF (1.000.000 CHF pentru granturi mici si 1.500.000 CHF pentru granturi mari).

VALOAREA FINANTARILOR NERAMBURSABILE:

  • granturi mici: 10.000 CHF - 100.000 CHF
  • granturi mari: 100.001 CHF - 250.000 CHF

CINE ADMINISTREAZA PREZENTUL FOND TEMATIC:

Organismul Intermediar Elvetian pentru administrarea Fondului Tematic pentru Parteneriate si Experti este un consortiu format din

  • KEK-CDC Consultants  (KEK-CDC) - www.kek.ch
  • Fundatia pentru Dezvoltarea Societatii Civile (FDSC) - www.fdsc.ro
  • Fundatia pentru Parteneriat (FP) - www.repf.ro  

CINE POATE SOLICITA FINANTARE:

  • organizatii neguvernamentale si nonprofit, infiintate legal si cu sediul in Romania, organizate si conduse conform legislatiei romanesti in vigoare cu privire la organizatiile neguvernamentale;
  • autoritati romane locale si centrale, institutii/agentii publice, servicii guvernamentale deconcentrate la nivel local, institutii de educatieinstitute de cercetare cu profil non-profit
  • entitati teritoriale romane
  • parteneri sociali romani (sindicate si patronate reprezentative si  recunoscute la nivel national).

CINE POATE FI PARTENER:

In cadrul prezentei Cereri de propuneri de proiecte, parteneriatul cu organizatii/ institutii din Elvetia este obligatoriu.

Parteneri elvetieni pot fi:

  • organizatii neguvernamentale si nonprofit, inregistrate conform legislatiei in vigoare in aceasta tara;
  • organizatii publice/ guvernamentale;
  • entitati teritoriale;
  • parteneri sociali (sindicate si patronate reprezentative si  recunoscute la nivel national).

Partenerii romani pot fi:

  • organizatii neguvernamentale si nonprofit;
  • autoritati romane locale si centrale, institutii/agentii publice, servicii guvernamentale deconcentrate la nivel local, institutii de educatie, institute de cercetare cu profil non-profit;
  • entitati teritoriale romane;
  • parteneri sociali romani (sindicate si patronate reprezentative si  recunoscute la nivel national).

DURATA PROIECTELOR:

Durata unui proiect va fi de minim 18 luni si maxim 36 luni; numai in cazuri exceptionale si bine justificate, durata proiectelor poate fi mai mica de 18 luni (dar nu mai putin de 12 luni) si doar in cazul granturilor mici.

CATE CERERI DE FINANTARE SE POT DEPUNE DE CATRE UN SOLICITANT:

Un solicitant poate depune maxim 1 (una) cerere de finantare, indiferent de tipul de grant vizat.

Call for proposals – 1st Round

 

THE GENERAL OBJECTIVE of the PARTENERSHIP BLOCK GRANT is to promote and/or enhance institutional partnerships between Romanian and Swiss partners in order to:

  • contribute to the solution of specific development challenges,
  • strengthen the capacities and structures of the Romanian institutional partners,
  • to benefit from Swiss added value and to contribute to the strengthening of the partnerships.

FINANCIAL ALLOCATION provided for this Call for proposals is of CHF 2,500,000 (CHF 1,000,000 for small grants and CHF 1,500,000 for large grants).

GRANT AMOUNT:

  • small grants: CHF 10,000 – CHF 100,000
  • large grants: CHF 100,001 – CHF 250,000

WHO IS MANDATED TO MANAGE AND ADMINISTRATE THIS THEMATIC FUND:

The Swiss Intermediate Body for managing and administrating the Partnership and Expert Fund is a consortium formed by

  • KEK-CDC Consultants  (KEK-CDC) - www.kek.ch
  • Civil Society Development Foundation (CSDF) - www.fdsc.ro
  • Romanian Environmental Partnership Foundation (REPF) - www.repf.ro  

WHO MAY APPLY:

  • nongovernmental and non-profit organizations, with a legal status in Romania, oraganized and managed according to the Romanian enforced laws regarding the NGOs;
  • Romanian local and public authorities, public institutions/ agencies, deconcentrated public services at a local level, education institutionsresearch institutes with a non-profit profile;
  • Romanian territorial entities;
  • Romanian social partners (nationally recognized and representative trade unions, employers’ associations).

WHO MAY BE PARTNER:

Under this Call for Proposals it is mandatory to have partner/s from Switzerland, given the objectives set for the Partnership Block Grant.

Swiss partner/s may be:

  • non-governmental and non-profit organisation/s organised and managed according to the enforced laws from the country of origin;
  • governmental and public organisation/s;
  • territorial entities;
  • social partners (nationally recognized and representative trade unions, employers’ organisations).

Romanian partner/s may be:

  • non-governmental and non-profit;
  • local and central public authorities, public institutions/agencies, deconcentrated public services at local level, education institutions, research institutes with a non-profit profile;
  • Romanian territorial entities;
  • social partners (meaning nationally recognized and representative trade unions, employers’ organisations).

DURATION OF THE PROJECTS:

The duration of a project will be of minimum 18 months and maximum 36 luni; only in exceptional and duly justified cases a shorter duration may be accepted, but in no case shorter than 12 months and only in case of small grants.

NUMBER OF PROPOSALS PER APPLICANT:

An applicant may submit only 1 (one) proposal per Call for proposals, either for small grants or large grants.
